El objetivo de este certificado es conocer los requisitos de rendición de cuentas, las medidas de ejecución y cumplimiento, los estatutos federales y el impacto de estos en una subvención. Se discutirán los aspectos administrativos del ciclo de una subvención, como el desarrollo de políticas y procedimientos fiscales, y la importancia de los informes. El certificado está dirigido a personas que trabajan en instituciones gubernamentales, municipios, organizaciones sin ánimo de lucro, organizaciones comunitarias, empresas que contratan con el Gobierno y organizaciones de base religiosa.
